REPUBLICANS are the reason why Congress has such a low rating, because they (REPS) stalled & filibustered every Democrat proposals…and ALMOST NOTHING GOT DONE.
In 2009 all this will change with a 60-seats filibuster-proof Demovrat Senate.
Your small brain has not yet caught on that the Republicans had full control of Congress during the Clinton’s presidency…so 37 vetos during this duration is minimal.
Now compare Bush’s 12 vetos during the very short period since the Democrats took control in Jan. 2007!!
